DISTRICT OFFICE

I enjoyed participating with MSTA last night on the annual Legislative Forum.  For the past several years, our local MSTA representatives have hosted this time to visit with local representatives and senators about legislative issues.  Last night, Representative Thomas Long and an aide for Representative Shane Schoeller participated in the discussion.  It was informal for a brief time but then it quickly transitioned to highly controversial legislation that is currently under consideration in Jeff City.  HB 1740 has become a "catch all" for several different significant issues related to public schools.  Unfortunately, they are all bundled into one package.  There are some aspects of this bill that I support and at the same time others in which I am adamantly opposed.  These huge issues should not be voted as a group.  This is simply a political strategy to pass some very harmful public school legislation by linking it with other needed legislation.  This is the type of strategy that builds distrust and frustration with Jeff City, Washington, and the entire political system.  SW Missouri will likely be the "swing" vote on this issue.  Other parts of the state may be willing to accept the bad parts of this Bill in order to gain changes in the foundation formula but I think we are "selling out" to much in the process.  I have challenged our Representatives to not bow to this type of political maneuvering.  Issues of great importance should be voted upon one at a time and allow the merit of the individual bill to cause an up or down vote to be cast.  House Bill 1740 includes legislation on each of the following issues:

·          Changes to the state foundation formula intended to reduce shifts in funding from district to district by prorating “formula” districts at a three to one ratio compared to “hold harmless” districts.

·          Expansion of charter schools beyond St. Louis and Kansas City which includes unregulated virtual charter schools.

·          Repeal of teacher tenure for any new hires after June 30, 2013.

·          Creation of parameters that accredited districts could put in place when accepting transfer students from unaccredited districts.

·          Elimination of the two-year waiting period before an unaccredited school district would lapse and be taken over by the state.

·          Creation of a clearinghouse within DESE to help manage transfers to accredited districts, private schools, and charter schools.

·          Elimination of seniority as a factor that a district must consider when going through a reduction in force.

·          Repeal of the masterÂ’s degree pay schedule for teachers.

If Willard BOE operated in this manner, we could bundle teacher pay with lunch prices, purchase of new school busses and text book selection.  That is absolutely ludicrous.  Maybe that is why we donÂ’t operate that way.  Maybe Jeff City could learn a great lesson from the local BOE.  I would encourage all of you to call our local representatives to let them know your feelings about HB 1740.  My opinion is that it is a public school killer!  Our local Representatives and Senator are listed below:

HIGH SCHOOL

This week we celebrated National FFA week. On Tuesday night, the WHS FFA chapter inducted new officers for 2012-2013.  I want to thank our outgoing Senior officers, Jennifer Williams, Cody Hall, Nathan Lane, Rebecca Pummill, Carlie Cantrell, and Rhianna Larson for their dedication and leadership this past year.  FFA President Hollie Cantrell will lead her cabinet of officers which consist of Mercer Martin, Chenoa Schwenn, Ally Hultgren, Kenzie Lambert, Jessi Fugitt, Tyler Kelly, and Carolyn Dawson in FFA activities and competitions.  The FFA competitive teams are gearing up for spring competitions and judging.  The WHS FFA organization provides opportunities for students to gain knowledge, discipline, and leadership, while having fun through project based learning. 

I was reflecting on the past seven days of WHS winter athletics.  I witnessed many wrestlers at MSHSAA state competition last weekend leave the mat for the last time in their high school career. This week I watched as WHS girls and boys basketball seasons came to a close.  As players exited the floor, it did not matter if they won or lost, you could see it in all the athletes, and especially the senior athleteÂ’s eyes.  It is over, all the work, the sweat, the pain, and the commitment to their teammates.  No one likes it when their seasons end, but the lessons learned in success and heartache in athletics model adult life in every respect.  Have a great weekend.

According to the calendar we still have 3 months of school remaining but plans are very much in full swing for our students and the 2012-2013 school year. All of our 6^th grade students took some time this week to visit with the Middle School counselors and start making class selections for 7th grade. It is great to see our students excited about the many choices they have and planning for their future. We encourage parents to take some time to visit with their children about the school choices they will be making in the very near future.

SPECIAL SERVICE

Last week, during the district inservice day, Sara Watkins, one of our Occupational Therapists, presented to the teachers at Willard South.  She did a wonderful job talking about foundational skills for children, and how childhood development is so important to how they learn.  She explained that children need to have those very basic building blocks in place, and if they donÂ’t, they may have difficulty when they become school-age and are expected to perform in a classroom.  Sara talked about things such as behavior, motor skills, visual & auditory skills, attention, self-regulation, midline, and sensory integration, and had activities that the teachers helped with to demonstrate things students can do to improve in those areas.  She also gave the teachers a list of activities they can do in their classrooms, and while walking down the hall, to help students build the motor skills they need for optimal learning.   WeÂ’d like to thank Sara for taking her time to give this presentation.  The teachers are already using some of the ideas!

WILLARD NORTH

After an enjoyable break things are back in full swing at Willard North!  Kindergarteners have been learning about Presidents and our country.  They also completed their first books in their writing unit and had an author's celebration! First graders have also been working very hard on non fiction writing as well as American symbols.  Third and Fourth grade has started MAP Club and the majority of students are attending.  The 4th graders have also been working hard on incorporating figurative language in their writing.   They will be hosting a bingo night on March 6th to raise money for their field trip to Jefferson City.

STUCO had a great turn out at Movie Night on Tuesday! All the proceeds they raised will be put towards the 4th graders field trip.

Next week will be exciting as we celebrate Dr.Seuss' birthday with a week full of fun activities!  Monday will be crazy sock day, Tuesday is wear green, Wednesday students will wear as many stripes as they can with their WOW shirts, Thursday is hat day, and Friday students and staff will be dressing like their favorite storybook character!  We are looking forward to an eventful week!

WILLARD CENTRAL

I am excited to announce the total for this school year's Jump Rope for Heart event, $2,361.09!  I am very proud of the students who participated in raising funds to help children and their families dealing with heart defects.  I had a number of students giving their own money to the American Heart Association.  It makes my heart hopeful when I see how caring and compassionate our students are when they take that kind of initiative!  It is that type of character that will impact our nation's view of heart health and overall quality of life in a positive way.

There will be a total of 104 water balloons thrown at me on Field Day!  I will also receive the water hose for a minute and a half!  I sure hope it is hot on May 18th!  Thank you for all of your support toward this year's event!

ORCHARD HILLS

It was a short week at WOHE!  I know the students and parents enjoyed the 4 day weekend! 

Last Thursday Night, WOHE SGA sponsored our annual talent show.  Thanks to our celebrity judges, Chris Cannon, J Fotsch, and Dan Reiter who joined us on the red carpet in Hollywood" to see what WOHE had to offer.  Congratulations to 3rd place Matt B, 2nd place Angelica G, and 1st place Quinton B!  All the talent show contestants will be on tour this Wednesday as they perform at our monthly Tiger Pride Assembly.

Last Friday, was a technology day for teachers. At Orchard, we had "app time".  As I have mentioned before, Our PTO is fabulous and they purchased iPads and Kindle Fires for our classrooms. The teachers all gathered together and used their devices to search for applications appropriate to use in their classrooms. This time was well spent and the teachers were able to collaborate and share ideas that enhance student learning. The atmosphere was great with low lights, comfortable chairs, and soft music. Mrs. Tennison, our teaching specialist and I, were there for "tech support".  The goal is to have the technology in the hands of students as another tool in their learning.

The Read-a-thon is here!
One of the most exciting events of the year is the culmination of our school-wide book club. This year we read Mr. Popper's Penguins and will celebrate March 1st. Each Willard East family received a copy of the book at Christmas time. On March 1st we will host our Family Reading Night and all activities will be penguin related. Backyard Burgers is back again this year to cook hamburgers and hot dogs for our families.

The Read-a-thon is our Spring PTO fundraiser. This even lasts for 2 weeks and our students are encouraged to read as many minutes or pages as they can and have sponsors pay them for this. Last year we raised over $4,000 even though our goal was only $3,000. Well, the goal is the same again this year so let's see if we can break that record! If we reach our goal Coach J and Mr. Morton have agreed to wear a dress for a whole school day!

WILLARD SOUTH

Last Friday, the Willard South Elementary staff had the opportunity to participate in a Professional Development day.  The morning was spent with our very own OT, Sara Watkins, presenting building blocks of learning to our teachers. She has worked closely with classroom teachers and our BASE instructional aide this school year to implement easy strategies to help students on a daily basis. These include activities to help with visual efficiency, mid line integration, core strength, reflex integration and more. I would like to thank Sara for doing an outstanding job at providing this in-service to our staff.  These foundational skills and suggested activities will be integrated throughout the day in classrooms.

Next week, we are looking forward to participating in several Read Across America activities.  Below is a schedule of events that will take place at Willard South to celebrate the importance of READING!!  Students who participate each day in our Read Across America activities will have their name put in a drawing for free movie tickets for their families for the upcoming movie The Lorax.

St. Patrick’s Dance: The Willard Parks Department will host a dance at the Willard Community Building on March 16^th from 7pm – 9pm. The fee to attend is $3. The dance includes a live DJ. All ages are welcome.

Rummage Sale: The Willard Parks Department will be hosting a Rummage Sale on Saturday April 28^th, 2012 at the Recreation Center. Booth space is on sale now. Booths are $15 per booth (10X10 booth space) and $2 per table. The Rummage sale will be held from 8am – 12pm. For more information call Terry at 742-2262.

Gym Class: The Willard Parks Department hosts a weekly home school gym class for local homeschoolers. The class is $1 per student to attend each class. The class meets every Tuesday from 8:30 a.m. – 9:30 a.m. For more information please call 742-2262.

ChildrenÂ’s Dance Classes-Spring Session 2012: Let your child grow through dance and experience its magic.  These children dance classes offer an excellent way to keep fit, learn coordination, rhythm, social skills, confidence, and it's FUN!  The spring eight-week dance session will begin March 6^th – May 1^st.  Creative Dance is offered for ages 3-5; Ballet & Tap classes are available for ages 5 & up, the fee is $50.  Combination classes of Ballet, Tap and Jazz for children ages 9 & up with prior dance experience will be taught, the fee is $65.  Classes are taught Tuesday's or Thursday's depending on age and/or level.  Call Ms. Patrice for class availability and registration information at 818-3659.

Where are we growing?  This is the question that is often asked, but is ever changing?  

Each year, school administrators have to carefully and continually project enrollment and growth in student populations in order to provide adequate facilities and classrooms for our students and to avoid overcrowding.  Variables such as residential, commercial, and agricultural growth affect the district in significant ways.   A demographic study is often the best data to use to understand the entire district and identify growth patterns for future projections.

This past year, the Willard School District requested a Demographic Study and Enrollment projection to be completed by Preston Smith, of Business Information Services.    This study was similar to a previous study completed in2004, but now includes the current data from the 2010 Census.   The demographic study evaluates the statistical characteristics of a population to include gender, race, age, disability, mobility, home ownership and employment status. The demographic trend will describe the historical changes in the demographic of a population over time.   Changes in the past 10 to 15 years specific to the Willard School District  has been an increase in new residential subdivisions, the construction and expansion  of Springfield Branson Airport, the Greene County planning for urban service areas, and the beginning of  two industrial parks with the district.

While this study is most helpful to the school district, it is very interesting to develop a better understanding of the entire school district past and present.   Use the link below to download the most recent demographic study ranging from an overview of the school district, an average household size, to work status and financial characteristics.   

http://data.willardr2.net/co/Document/willard_2012.pdf Dr. Janell Royal, Assistant Superintendent Willard R-II School District  ACTIVITIES Tonight is one of those nights that make you feel really good about being a Willard Tiger.  Not only will we be recognizing the seniors from basketball, cheerleading, Tigerettes, and Jazz Band, but we are also inducting Tom Williams (Class of 1967) into our Activities Hall of Fame.  Captain Williams spent 33 years in the United States Navy and served as the Shipyard Commander of the Portsmouth Naval Shipyard.  It promises to be a very special evening so I encourage everyone to come out recognize this outstanding Willard graduate! The wrestling Tigers set a new school record last Saturday as they qualified 6 individuals for the state tournament!  Those 6 are Kaleb Crook, Caleb Shuck, Steeler Seaburn, Garrett Fletchall, Jesse Ruark, and Christian Adams.  The state tournament started on Thursday and runs through Saturday.  At the time of this Pride, 4 of our wrestlers have advanced to the quarterfinals and all 6 wrestlers are still in the tournament.  Out of 49 teams, Willard is currently in 5th place! Congratulations to the Lady Tigers on their victory over Neosho on Thursday!  The girls received the #2 seed in the district tournament next week in Carthage.  They have a first round bye and will play in the semifinals on Wednesday at 7:30 vs. the winner of the Webb City/Neosho game.  Good luck ladies! As I mentioned earlier, the Tigers will be playing host tonight to Neosho.  There are many activities planned with the Senior Night recognition taking place between the JV and Varsity games.  The Hall of Fame induction will occur at halftime of the varsity game.  It is also Willard East night and Project Graduation will be having their drawing for cash prizes!...whew!  The boys received the #3 seed in the district tournament in Carthage and will play their first round game on Tuesday at 7:30pm vs. Central.  Semifinals will be on Thursday vs. Webb City at 7:30pm.  Good luck Tigers! Last weekend at the Republic Speech and Debate tournament six students made it into semi-finals: Greg Hamilton and Conor Wadle in Radio Speaking, Mercer Martin in Extemporaneous Speaking, Derby Davis in Humorous Interpretation, Kimberly Jones in Dramatic Interpretation, and Kasha Porter in Prose. Jeremy Burnett and Derby Davis won 4th place in Duet Improv, Derby Davis won 3rd place in Prose and Jeremy Burnett and Greg Hamilton won 2nd place in Duet Acting. Advancing to Quarter Finals in Public Forum Debate and placing 4th was Conor Wadle and Mercer Martin. The team placed 7th in overall Sweeps! Great Job!!! It's Good To Be A Tiger! HIGH SCHOOL

Willard Thespians will be performing two theatrical pieces.    Mrs. Chappell and her team of students have been preparing for an incredible evening.  On February 23^rd and 24^th, Willard Thespians will perform two back-to-back performances of “Waiting for Coyote” and “The Giver”.  Both evenings will begin at 7:00pm in the WHS Theater.   If you would like tickets you may call the WHS Box Office at 417-742-3524 ext. 3303.

The month of February is the month of “preparation” for High School students.  Conversations between counselors and students are focused on assisting students with decisions concerning their future.   Together they examine the studentÂ’s goals, their academic strengths and weaknesses, and personal interests. Through this process, hopefully a path for post high school success becomes apparent.  Senior students are filling out scholarship, financial aid, and college applications, while the underclassmen are busy examining their 4-year plans and selecting the courses for 2012-2013 school year.  The student and the counselor are only two sides of the success triangle, with the parents being the third component in planning for success.  Parental involvement and encouragement is crucial in reducing student anxiety in constructing a challenging course schedule.  The collaboration between the parent, student, and counselor is a key component in selecting the appropriate courses.    We encourage parents to check in with their high school student about the conversations and planning that are occurring this month.  Have a great weekend.

SPECIAL SERVICE

Dr. Gary Funk of the Community Foundation of the Ozarks (CFO) and a colleague from Nebraska, Lynn Forester were on campus this week to tour the Transition House.  The CFO had gifted the house with a $20,000.00 grant during its construction and Dr. Funk was anxious to see the finished project.   Both he and Ms. Forester were impressed by the quality of the facility as well as the learning experiences it has, and will afford a variety of students disabled and nondisabled.   Dr. Funk commented that Our House is an excellent example of “Place Based Learning”. This setting gives students the opportunity to learn within an authentic environment.

It will be held on Saturday, June 30, 2012 behind the Willard Intermediate School so everyone can enjoy the festivities.  It all starts at 9:00 a.m. with a car show, then the parade from 6-7 p.m., followed by food, music, games and the grand finaleÂ’ fireworks show at 9:45 p.m.  Vendor booths are available again this year.

DISTRICT OFFICE

Representative Lyle Rowland called me Tuesday of this week to see if I was willing to testify in Jeff City on behalf of House Bill 1157.  Lyle is a retired Southwest Missouri Superintendent and is the author of the Bill.  I quickly read the bill and found good SW Missouri Common Sense!  School Districts are required to contract personnel by April 15th of each year.  This is simply placing about 4 carts in front of the horse!  At that early point it is very difficult to predict revenue from multiple sources.  I believe part of the budgeting problems locally, state, and federal is because we try to predict revenue and then contract employees.  If revenue projections are inaccurate it is problematic for everyone.  To share a bit about school finance.

 

1.  School districts do not know final local revenue levels for the current year until December of that year.

2.  Budgets are approved prior to August when the local Tax Levy must be approved by the BOE.  These rates establish local revenue.

3.  July 1st all budgets must be approved by the local BOE.

4.  The legislative session in Jeff City does not end until mid May.  The state budget is normally one of the last items approved.

5.  Local districts must by law contract teachers by April 15th.

6.  In order to comply with state law Willard normally contracts teachers the last of March or the first of April. 

 

Everything is backwards!  It makes senses to know how much money you have before you start spending, however, that is simply way to easy!  Representative Rowland's Bill will simply change the rehire date from April 15th to May 15th.  I know that this could be concerning to teachers however even in worst case scenario this change would only effect very few employees.  Districts like Willard, work very hard to have early and often communication with teachers.  I don't appreciate surprises and I know they don't either.  During the last few years which have demonstrated uncertainty in revenue this would be helpful in the budgeting process.   I will be interested to see if HB1157 will make it to the law books!

ACTIVITIES  While spring is just around the corner, our winter activities are not ready to shut it down just yet.  All three sports are gearing up for the final push into district play. Good luck to our wrestling Tigers as they go to Carthage tonight for the two-day district wrestling tournament.  The top four in each weight class will advance to the state tournament next Thursday, Friday, and Saturday in Columbia. The Tigers won a thrilling overtime game vs. COC opponent Branson last Friday!  Also, congratulations to Sklyar Frazier for being named Courtwarming King!  They didn't fare as well at Webb City this past Tuesday but have a stiff challenge tonight as they host Carthage.  Game time is 6:00pm.  Next week, the boys will travel to Republic on Tuesday and will host Neosho on Friday for Senior Night. The Lady Tigers were on a roll after defeating Webb City on Monday for their 3rd win in a row.  This includes a championship in the Seneca Tournament.  A special congratulations to Brook Duncan (Tournament MVP), Mallory Kurtz, and Brittany Scott on making the all-tournament team.  They lost a heartbreaker to Carthage last night but will look to rebound next week as they host Republic on Monday (Senior Night) and then travel to Neosho on Thursday. The district seeding meeting for basketball will be held this Saturday in Carthage.  Information regarding seeds and when our Tigers will be playing will be in next week's Pride. HIGH SCHOOL

The Willard school community is so supportive of the many student groups, our activities and athletic events that fill the calendar.  As administrators, we try to attend many events to support the fantastic efforts of our students and staff.   Last night, WHS Speech and Debate students hosted a “Night of Forensics”, an evening showcasing the incredible talents in our speech and debate program.  Master of Ceremonies, Greg Hamilton and Jeremy Burnett, were hilariously funny.    Performers Abby Bennett, Jacob Brumfield, Kasha Porter, Halen Holton, Mercer Martin, Allie Graham, Dusty Bacon, Chenoa Schwenn, Robert Mitchals, Conor Wadle, Jeremy Burnett and Greg Hamilton provided an exciting evening of Speech and Debate events.  Head Coach, Kathy Tobin, stated, “The students wanted to demonstrate their hard work and to educate others about the speech and debate program and the fun we have.”   Coach Tobin, assistant coach Ron Keys and our students have worked hard and their efforts have been rewarded with a very successful season.  Our Speech and Debate team will be competing in two more tournaments as they hone their skills for district competition in March.   Great job Speech and Debate team!  Have a great weekend.

INTERMEDIATE SCHOOL

National school counseling week was celebrated this week. We at WIS would like to recognize the efforts of our two outstanding counselors, Mrs. Skaggs and Mrs. Johnson. It would be very difficult to outline the specific roles these ladies take on in the building as they are truly everywhere! For those of us that are a little "older", we probably think of school counselors sitting in their office and maybe visiting with a few students or small groups each day. This is not the case for the school counselors of today. Our counselors see every student in the building twice a month and are involved in most of our school organizations and after school clubs. Their work touches the lives of so many WIS students and parents that it seems a little strange to only have one week to officially celebrate them. Thank you

SPECIAL SERVICE

The Willard district Occupational and Physical Therapy department has officially moved into the new addition of the Special Services Building.  Any school mail correspondence can be sent to the Special Services office.  The following people can be contacted at the new addition:  Angie Havens and Sara Watkins, Occupational Therapist; Maria Harless, Physical Therapist; Marge Cheesman, Certified Occupational Therapist Assistant; and Jon Gold, Implementor.  We welcome the motor department.

ORCHARD HILLS

Willard Orchard Hills have been really busy this past week!  Last Saturday, we hosted the National Women in Construction's "Block Kids" Contest. The contest is a free event. The children are given 50 Lego's, a piece of paper, a piece of aluminum foil, and a string. They cannot use scissors or any tools and cannot bring in plans to work from. They must create something related to onstruction. Willard was well represented and 18 of the 82 kids were WOHE kids!  The NEXT best thing is two of our 4th grade students placed in the competition! Congratulations to Jackson Blackburn for placing third in the competition. Jackson was the first place winner last year in the event, so having a repeat top three performance is excellent!  Matthew Bishop took first in the competition and his design will go on to the next level in the competition.  We have pictures of the students who participated on our Willard Orchard Hills Facebook page.

 

Tonight, WOHE students and families will converge on the Willard High School Gymnasium for WOHE night at the ballgame!  Students who wear their WOHE t-shirts get in free!  JV starts at 6:00 p.m. and Varsity around 7:15.  Hope to see you all there!

 

Next Monday night we will be having our Mr. Popper's Penguins Night celebrating our school wide book study. We will have fun activities from 5:45-6:30 and we will watch the movie at 6:30 p.m.  Bring your dinner and lawnchairs!  ItÂ’s going to be a blast!

HIGH SCHOOL

We had an incredible week filled with school spirit.  Courtwarming is tonight as the Pirates of Branson come into our house.   Today, our student body was led by SGA and Coach Killingsworth with a fantastic assembly.  Students were amped up with energy and we witnessed great participation, laughter, and of course our great looking Courtwarming candidates.   We hope you can join us tonight for the game. Our theme is “In the Dark”, and everyone is wearing Black.   Have a great weekend.

SPECIAL SERVICE

A group of special services administrators, teachers, and related service providers have been gathering together in recent months to discuss, brainstorm, and plan for the future needs of students in the Willard district, particularly for those who are on the autism spectrum. As members of this group, the Autism Interest Group, have begun to intentionally consider student needs, services and staff training in order to more comprehensively address this part of our student population, a sense of cohesive purpose and excitement is building. YesterdayÂ’s meeting was particularly exciting as thoughts and information were shared and ideas began to take shape. This is the stuff that inspires educators to stretch themselves professionally, intellectually, emotionally, and spiritually:  Collaboration with like-minded peers toward the fulfillment of a meaningful, mutual goal in service to kids. WeÂ’ll keep you posted as our ideas come to fruition. Thank you for the privilege of working in this district for these children.
